Go to Xfce settings manager, Window manager tweaks, then enable compositing manager (or something like that). There yo u will find a bunch of settings like inactive windows, title bars, etc.

Xfce? I think, on the screenshot is a gnome desktop and I use gnome too.

..this uses the xfce compositing features in gnome. ..haven't tried it yet though.
