Here is the engine 1.3 .deb and it has your theme in it, with the other default engine themes.(tested in Gutsy)

i didn't actually made any changes to the gtkrc file; i just edited my comment on gnome-look so it automatically updated for me.
feel free to package it in another gnome-look file if you wish =) just pls. link back to me.

open the link included in the description for the aurora GTK engine and follow the examples (make sure you have all the dependencies installed before you compile from source).
download the file and extract to ~/.themes.
open the appearance/theme manager and choose blubuntu-aurora, and you should be all set.
