Dotted lines and dark themes

I have several themes that are black and blue (<3), but dotted lines appear around buttons and selections in most of them. I find this very distracting - enough that I ditch the theme to avoid it. What controls whether or not the theme does this in the GTKRC file? I tried searching for this, but even a "you're stupid, let me google that for you: LINK" response would be appreciated. :D

Is it possible to use an animated GIF in a GTK theme for buttons, scrollbars, etc.? I tested it, but the image came up as static. I understand that it could be VERY distracting if used improperly, but I think some subtle movement would be quite appealing.

Thoughts?

Give us an example of a theme you're having problems with. I've downloaded several themes from, say, DeviantArt that are in a ZIP format. The Linux standard format is tar.gz which can be dragged and dropped into the theme box, but other formats can be tricky. If it's in another format other than tar.gz, you may have to extract it until it's just a folder and then drag and drop it.
