AFAIK KDE 3.3 styles and decos are backward compatible with KDE 3.2.

Right, but the new Kthememanager supports a new package type. Its pretty cool.

Check it out:

http://developer.kde.org/~lukas/kthememanager/

The packages are single files and are installed with the theme manager (so no messy install-by-hand).

From the readme:

This theme manager should handle installing, removing and creating global visual KDE themes. It's written from scratch, totally unrelated to the old kthememgr which was not maintained and obsolete.

A KDE theme consists of:
========================
- wallpapers or bg colors
- icons
- sounds
- color scheme
- cursor theme
- window decorations
- screensaver
- name of the widget theme
- themed apps (mainly Konqueror and Kicker)

Sample dir tree:

    - mytheme.xml

    - sounds/
    - wallpapers/
