It's very hard to update things like this... most of the people leave that up to distros, wating for a new release instead of updating them selfs and with reason.
It's very boring to waste large amounts of time downloading and compiling thing like KDE/Gnome/Kernel and most of times be annoyed with missing dependencies. There might be scripts that help but nothing is as good as binaries, again these take time to show up cause it's up to distros again.
Hope in long term a solution for this problem is found, probably using compiled binaries, but following some decent standarts so it does not end like W-----s.

So what's your point? KDE.org does provide official binaries for a number of popular distros, they can't possibly be every distro in the world, but I'm sure that you can find unofficial binaries for yours, if you happen to have something more obscure...

http://www.kde.org/info/3.2.2.php , look in the section "Binary packages", but resolving dependencies is up to you or your package manager, e.g. apt if it happens to be what your distro uses...

Well... seems like you are using RedHat ;-)

KDE ist not responsible for the political decissions of a distribution. If RedHat does not want to support KDE in a an up-to-date way, it's their decission and the decission of the user to pull their consequences and choose a different distribution.

E.g. there are always packages available for SuSE at the time a new release is announced.

First of all I didn't know that KDE provided binary packages, I used Gnome for some time and I thinked that KDE like Gnome only have source packages. Guess I was wrong.
Second, sadly there is no RPMs for Mandrake, but I hope they will come around soon

No, you were right. KDE _only_ provides source. Packages are built by distros and volunteers.

i'm waiting for suse 9.1 to update to kde 3.2.2 i tried to update kde on suse 8.2 but it doesn't work very well like the 3.1.4.

You should try apt4rpm:
http://linux01.gwdg.de/apt4rpm/
There's also howto on upgrading 3.1 to 3.2 there, will probably help you solve 3.0 problems as well(kdebase3-suse package is the source of most of them).
