it looks very nice, but I don't know how to install it, and couldn't find info on google either.

"xfce4-session-settings"(Session and Startup),go to "Splash" tab, select "Simple", press configure button, and select the image of the download link

there's no "simple", just "none" and "mice", and none of them has that configure button available.

that is included into "xfce-session" package, has three default splash engine themes. (http://docs.xfce.org/xfce/xfce4-session/preferences)
I can make a similar for all splash engines, you might wait or find a solution for you problem in google. :/

!!! I find where is that engine :), in fedora that package is "xfce4-session-engines".
